Stmt

Stmt<S> is a statement over the signals of S that the browser runs on an event.

Sig::set, Sig::toggle, the list statements, NodeRef's statements, and an action's Call all produce statements.

`then`	Runs `self`, then `next`.
`Stmt::when`	Runs `then` only while `cond` is true.
`Stmt::if_else`	Runs `then` while `cond` is true and `otherwise` while it is false.
`Stmt::none`	A statement that does nothing.
`IntoStmt`	Converts a value into a statement, as `Call` does.
